Programs that help employers hire and retain talent were meant to strengthen our economy and fill <a href=\"https:\/\/www.canada.ca\/en\/services\/jobs\/opportunities\/labour-market.html\">labour market gaps<\/a>.<\/p>\n<p>But across the country, these programs are now being misused by employers, turning tools of opportunity into tools of exploitation.<\/p>\n<p>How Canadian Wage Subsidy Programs Are Misused<\/p>\n<p>Employers are taking advantage of <a href=\"https:\/\/www.canada.ca\/en\/services\/jobs\/training\/employment-programs.html\">Canadian wage subsidy programs<\/a>\u2014some of which cover up to 30% of employee wages. While designed to encourage hiring, too many companies exploit these subsidies to cut costs and pressure workers.<\/p>\n<p>Reports like <a href=\"https:\/\/amnesty.ca\/temporary-foreign-workers-report\/\">Amnesty International\u2019s findings<\/a> show how subsidies combined with temporary work permits create conditions ripe for abuse.<\/p>\n<p>Permanent Residency (PR) Used as a Weapon Against Workers<\/p>\n<p>The <a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/services\/immigrate-canada\/express-entry.html\">Permanent Residency (PR) process<\/a>, meant to provide stability, is often weaponized by employers. Workers are told: \u201cDo as we say, or your permanent residency could be at risk.\u201d<\/p>\n<p>This creates fear and dependency, giving employers enormous control over vulnerable workers, as highlighted by the <a href=\"https:\/\/www.theguardian.com\/world\/article\/2024\/aug\/13\/canada-foreign-workers-un-report\">UN Special Rapporteur\u2019s report<\/a>.<\/p>\n<p>Impact on Long-Term Canadian Employees<\/p>\n<p>The problem isn\u2019t limited to newcomers. Long-term employees are now being told: \u201cWork harder or I\u2019ll replace you with someone cheaper.\u201d<\/p>\n<p>Since loyal employees often don\u2019t qualify for wage subsidies, employers exploit the gap\u2014pitting them against subsidized foreign workers. Instead of rewarding loyalty, companies fuel a <a href=\"https:\/\/ccrweb.ca\/en\/immediate-release-federal-government-sides-employers-and-their-exploitative-practices\">race to the bottom in wages<\/a>.<\/p>\n<p>The Human Cost: From Hope to Fear<\/p>\n<p>What should be a system of hope and opportunity has become one of fear and intimidation. Workers are bullied, silenced, and forced to choose between dignity and survival.<\/p>\n<p>As the <a href=\"https:\/\/migrantrights.ca\/temporary-foreign-workers-demand-permanent-resident-status-to-end-exploitation-and-abuse\/\">Migrant Rights Network<\/a> argues, granting permanent resident status would be one way to reduce this cycle of fear and abuse.<\/p>\n<p>Loss of Trust in Canada\u2019s Immigration System<\/p>\n<p>This exploitation not only harms employees\u2014it undermines confidence in the Canadian immigration system itself. Employers benefit from subsidies and cheap labour while employees pay the price with their <a href=\"https:\/\/www.canada.ca\/en\/employment-social-development\/services\/foreign-workers\/protected-rights.html\">rights and dignity<\/a>.<\/p>\n<p>Why Canada Must Address Immigration Exploitation<\/p>\n<p>We must talk about this openly.
